A Colorado officer's four phone videos: local law enforcement's first files in PURSUE

PURSUE Release 06 introduces Local Law Enforcement as an agency category with five files: four videos (LLE-UAP-PR001 to PR004) and a transcript (LLE-UAP-D001). Per the Department's descriptions, each video was submitted to the All-domain Anomaly Resolution Office by a local law enforcement officer and was recorded on a commercially available cellular device's rear-facing camera. The reporting officer described the phenomenon as 'silent' and as featuring 'red, blue, and green flashing lights.'

PR001, from October 2023, runs one minute and 19 seconds: the camera pans to keep an apparent light source centred, then increases and decreases magnification several times while continuing to track it. PR002, also October 2023, runs fifteen minutes with the light source held generally at the centre of the frame throughout — the longest video in the release. PR003, October 2023, runs 27 seconds with magnification increasing on a light source held in the top third of the frame. PR004 is dated January 2024 in the Department's description (the portal's title places it in October 2023) and runs one minute and 42 seconds; twice, an approaching vehicle influences the phone's automatic image-processing filters, including autofocus, while the camera stays on the light, before it pans down at the end. The transcript, D001, records the officer narrating what he sees as PR004 is recorded; it has been edited to remove potentially identifying information and to protect law-enforcement activities.

AARO digitally altered each video by blurring the bottom half of the frame — for the full length of PR001 and PR002, and for the first two seconds of PR003 and PR004 — to obscure information that could affect the privacy or other protected interests of a U.S. person or commercial entity. Every description carries the same comment: cellular devices of this type 'employ autofocus and other automated image-processing functions that may distort the apparent morphological and kinematic characteristics of distant subjects, particularly at high magnification.'

The Department offers no assessment of what was filmed. The files are notable less for their content than for their provenance: a working police officer, on duty, choosing to route a phone video through the federal UAP reporting system, and the federal system publishing it with his narration. The location within Colorado is withheld. Two other Colorado cases sit in the PURSUE corpus — the February 2022 Colorado Springs report from Release 03 and the two October 2023 Colorado Springs triangle reports from Release 05 — but nothing in the Release 06 files connects them.
